The faucet's wallet stakes what it holds, so it earns new tPIV while it gives them away. Testnet coins have no value and can't be sold. To stop one person draining it, the faucet keeps the address it paid, your IP and the time for 7 days, as the privacy policy describes. Scripting around the limits is against the terms.
